The Plan

The Boulevard Together team will be carrying out modernization and upgrades to three developments in the second quarter of 2022.

Industry Experts

Designated by NYCHA to renovate and manage Boulevard Houses, Fiorentino Plaza and Belmont-Sutter Area, our team has over 80 years of combined experience in affordable housing. Developed over 2,000 affordable apartments in East New York, and over 7,000 affordable apartments in New York State.

Strategic Improvement

At the heart of our mission is improving the lives of all of the families who live at Boulevard Houses, Fiorentio Plaza and Belmont-Sutter Area. As part of this mission, we have planned the renovation of every apartment, including kitchens and bathrooms and public interior spaces. The materials and design will be chosen to satisfy our obligation to bring long lasting benefits to all of the families at these residences. Because we are proposing a tenant-in-place rehabilitation, this work will be done strategically and with great care in order to minimize disruptions to the day-to-day lives of residents.

Affordable Initiatives

We believe affordable housing is a human right, and will work tirelessly to bring these improvements to Boulevard Houses, Fiorentino Plaza and Belmont-Sutter. We understand that the only way to meet this goal is with open ears and a spirit of cooperation.

The Hudson Companies Inc.

At Hudson, we develop housing for everyone, from the formerly homeless to those in reach of luxury homeownership. From townhouse to high rise, gut rehabilitation of warehouses to modest renovation of 100-year old walk-ups, we have touched all housing typologies. We are a collaborative team guided by entrepreneurial vigor, civic spirit and deep expertise. We are fully integrated, having close affiliates that handle property management and leasing, Lisa Management, and general contracting construction services, Broadway Builders. Our team is diverse and our motivations arise from varied personal and professional experiences, but our crucial commonality is a desire to thoughtfully add to this great city’s blocks and boroughs.

Property Resources Corporation

PRC is a full service real estate development, construction, property management, and acquisitions firm established in 1971. Our principals each possess over thirty years experience in multi-family real estate. PRC prides itself on being the best of breed in our field of New York Metropolitan Area Multifamily Real Estate and does not engage in businesses or ventures outside of its expertise.


Broadway Builders

Broadway Builders is a General Contracting Company that was established in 2010 and is currently in process of registration as a Women’s Owned Business Enterprise. Since our establishment Broadway has remained committed to building high-quality, safe, and affordable construction projects in both the Renovation and New Construction Business Sectors. Over the past years, Broadway has established a Team of experienced individuals that are dedicated to the continuing growth and success of the company.

Melcara Corp.

The Melcara Corporation (“Melcara”) is PRC’s construction subsidiary, and was incorporated in 1990 for the purpose of providing General Contracting and Construction Management services to PRC, the private sector, and various New York City Agencies. Melcara, together with PRC, has successfully built or renovated more than 5,000 apartments within New York City, and has completed all projects on time and on budget.

Property Management

Lisa Management

Lisa Management originally was established to manage properties developed by the Hudson Companies, Inc. – whether rental, condominium, or cooperative – to ensure that those developments operate as efficiently as possible. Lisa’s current portfolio consists of over 2,000 units and is a mix of rental and condominium apartment buildings and appx. 100,000 square feet of commercial and retail spaces.

PRC Management Corp.

PRC Management, Property Resources Corporation’s third party management division, was established in 1980. Today, PRC Management manages over 100 buildings containing approximately 5,000 units. PRC’s portfolio includes approximately 2,000 units owned by affiliates of Property Resources Corporation and over 3,000 units owned by others. This portfolio ranges from high-end luxury rentals (including tax credit properties) and coops to middle and low-income rental properties.


Located in the East New York neighborhood of Brooklyn, the three developments are comprised of 29 buildings and over 1500 units.

Boulevard Houses

The Boulevard Houses development is comprised of 1441 units spread across 18 buildings.

Fiorentino Plaza

The Fiorentino Plaza development is comprised of 160 units spread across 8 buildings.

Belmont-Sutter Area

The Belmont-Sutter Area development is comprised of 72 units spread across 3 buildings.

The PACT Program

Through PACT (Permanent Affordability Commitment Together), developments will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.

PACT depends on partnerships with private and non-profit development partners, who will be selected based on resident input. Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.
